I have seen Wordpress have an option in admin > Options > General panel with which you can easily add your desired meta tags in your Wordpress blog.
And in blogger.com you should go to dashboard>click the 'layout' button and Click on the 'Edit html' tab and there like you said you did not want to know what is meta tag then I think you know where to put the codes..
And also you haven't mentioned any name or something about your blog..if so it would be much easier to tell how you could add meta tags in your blog..OK best of luck.
