Other than being worried about being penalized by Blogger for violating ToS my main concern is that my readers don't have the "follow blog" icon. Is there a way to add this icon solely or another way for readers to follow my blog with ease?

There is a "Follow Blog" button in the new Blogger navbar but from what I see it is embeded with an iframe and there no way to access it.
