Forum are definitely different from blog,Forum let your readers interact with other readers,create new topic and discuss with the others.Many of blogger create a forum for their blog using Forumotion and etc.But using that service,you will use other URL and cannot create a sub domain for a free blogger blog.

Hmmm.. I think comment section below every post is enough for topical conversation, argument and what-so-ever.. If you intend to get a forum, having it separate from your blog would be a better way to go...
